November 7, 2017

The Fremont County Board of Supervisors met in regular session on Tuesday, November 7, 2017, in the Fremont County Courthouse Boardroom, with Hendrickson, Hickey, and Graham present.  A quorum was declared and the meeting officially called to order at 9:00 a.m. Minutes of the previous board session were read and approved.  The agenda was approved as posted. 

Let the records show that Shari Schmitz with Motorola was present for this meeting. 

Motion made by Hickey to approve the distribution of the funds that Fremont County is responsible for the 2017-2018 library contracts. Hamburg receives 29%, Randolph 16%, Sidney 29%, and Tabor 26% of the funds. Motion carried unanimously. 

Assistant Auditor Kristi O’Neal met with the board regarding Vision Direct Insurance Company. They have approached the county about implementing a vision care plan that would be funded solely by the employee. This would include a family option for employees. The board asked O’Neal to have the representative come to speak to them about the plan. 

The board received an email from Freddie Krewson requesting the use of the courthouse for the Republican County Convention on March 10, 2018. Motion made by Hickey to approve the request. Motion carried unanimously.  

Motion made by Hickey to approve the new brew pub, class C, Sunday sales liquor license for Mojo’s Sports Bar in Shenandoah. Motion carried unanimously. 

Motion made by Hickey to allow Chairman Hendrickson to sign work in ROW permit for Windstream Iowa Communications for new copper cable from 1391 Plum Creek Road to 1380 Plum Creek Road, Section 29, Township 70, Range 42. Motion carried unanimously. 

Motion made by Hickey to allow Chairman Hendrickson to sign IDOT payment voucher for Project # STP-S-CO36(59)—5E-36, Knox Box. Motion carried unanimously. 

Shari Schmitz with Motorola met with the board regarding the State Radio System quote. Also joining the meeting were Kathie Hansel and Sheriff Kevin Aistrope. Schmitz and Hansel answered questions regarding the proposal. The board would like to hold a workshop with the sheriff, IT, EMC, county attorney, assessor, and auditor to discuss how the $1.8 million cost can be covered without a bond. The board will hold a workshop next week for more discussion. 

At 10:01 a.m., Hickey moved to go into Public Hearing on the proposed 2017/2018 budget amendment.  Motion carried unanimously.  At 10:04 a.m. hearing no comments and with no objections, motion was made by Hickey to go out of public hearing and approve the budget amendment along with the following Resolution 2017-57.  Hendrickson, aye; Hickey, aye; Graham, aye.

November 13, 2017:

The Fremont County Board of Supervisors met for a workshop on Monday, November 13, 2017, in the Fremont County Courthouse Boardroom, with Hendrickson, Hickey, and Graham present.  A quorum was declared and the meeting officially called to order at 9:33 a.m. The agenda was approved as posted. 

Also present for this workshop were Assistant Engineer Robbie Kromminga, IT Arnold Emberton, Treasurer Alise Snyder, EMC Mike Crecelius, Attorney Brenna Bird, Kathie Hansel, Sheriff Kevin Aistrope, and Auditor Dee Owen. 

The meeting was to discuss the finding for the state radio system requirements. Motorola has presented a lease agreement for $1.8 million. The board is exploring the possibility of an emergency management levy to cover these costs. They also discussed other options such as reducing budgets and asking other entities to pay for a portion. 

At 10:00 a.m., Shari Schmitz with Motorola joined the meeting. 

Other topics discussed were the types of equipment that the county uses currently, the costs of microwave vs. fiber optic, and other unknown costs stemming from the project. 

EMC Mike Crecelius said he would discuss the emergency management levy at his meeting on Wednesday night. He invited the group to attend. 

After much discussion, the group asked Schmitz to prepare a 15-year quote to see what the payments would look like. 

At 10:34 a.m., Hickey made a motion to adjourn. Motion carried unanimously.

November 14, 2017:

The Fremont County Board of Supervisors met in regular session on Tuesday, November 14, 2017, in the Fremont County Courthouse Boardroom, with Hendrickson, Hickey, and Graham present.  A quorum was declared and the meeting officially called to order at 9:00 a.m. Minutes of the previous board session and board workshop were read and approved.  The agenda was approved as posted.

The board canvassed and certified the 2017 City Elections.  Motion was made by Hickey to declare the following elected:  Motion carried unanimously.  Farragut:  Thomas R. Treasurer Alise Snyder met with the board regarding her new hire. Motion made by Graham to approve the hiring of Carissa Buttercase by the treasurer. Motion carried unanimously.

RESOLUTION NO. 2017-58

WHEREAS, THE Office of the Fremont County Treasurer has completed the interview process and wishes to fill a full-time position in her office.

BE IT RESOLVED BY THE FREMONT COUNTY BOARD OF SUPERVISORS

That Carissa Buttercase be hired to fill the full-time position in the Fremont County Treasurer’s Office.

November 21, 2017:

The Fremont County Board of Supervisors met in regular session on Tuesday, November 21, 2017, in the Fremont County Courthouse Boardroom, with Hendrickson, Hickey, and Graham present.  A quorum was declared and the meeting officially called to order at 9:00 a.m. Minutes of the previous board session were read and approved.  The agenda was approved as posted. 

Let the records show that Sandy Parmenter with the Valley News Today was present for this meeting. 

Eddie Stueve with Vision Care Direct met with the board to discuss vision plans for the county employees. These plans are at the employee’s expense. There is no cost to the county. There are several different levels of coverage and options as to who is covered under these plans. The board made it clear that the employees would still only be allowed to use their current eyecare benefit funds for themselves. Motion made by Hickey to offer Vision Care Direct to the county employees beginning in July 2018. Motion carried unanimously. 

Wendy Stenzel, Assistant Auditor, met with the board regarding a homestead reinstatement on parcel 480480115000000. The homestead was taken off and after he received his notice the homeowner came to the assessor with proof that they do reside there. Motion made by Hickey to allow the reinstatement. Motion carried unanimously. 

Robbie Kromminga, Assistant Engineer, met with the board for the signing of a payment voucher. Motion made by Hickey to sign payment voucher with HGM Associates for engineering services on Project STP-S-CO36(75)- -5E-36 (J-24). Motion carried unanimously. 

Kathie Hansel with Electronic Engineering stopped in to visit with the board to discuss radios. The board would like more information on the emergency management levy possibilities. They discussed upgrading existing radios. They discussed possibly holding off until budget time. This matter will be discussed further at next week’s meeting.

November 28, 2017:

The Fremont County Board of Supervisors met in regular session on Tuesday, November 28, 2017, in the Fremont County Courthouse Boardroom, with Hendrickson, Hickey, and Graham present.  A quorum was declared and the meeting officially called to order at 9:00 a.m. Minutes of the previous board session were read and approved.  The agenda was approved as posted.

Let the records show that Sandy Parmenter with the Valley News Today and Cliff Davis with the Hamburg Reporter were present for this meeting. 

Mike Crecelius, EMC, spoke with the board about a possible emergency management levy to help pay for the radio project. Kathie Hansel with Electronic Engineering and Shari Schmitz with Motorola were also present for this meeting. Crecelius presented figures regarding the possible emergency management levy. Based on previous valuations, the levy would be approximately $1.34 per thousand dollars of valuation. This levy would include the EMC budget, communications, and paying for a yearly radio payment of approximately $230,000 per year. If the county paid approximately half of the radio payment and half came out of the EMC budget, the EMC levy would be approximately $1.13 per thousand. These are just estimates as valuations for next year are not complete. This portion for the EMC budget and communication are already levied by the county, so these would not be new costs. The only new expense would be the radio project costs. This levy would require a 28E agreement between the county, the sheriff’s office, and emergency management. Motion made by Graham for the county to pay half of the radio payment and for the other half to come out of the emergency management levy pending the approval by the EMC board at their special meeting on Friday, December 1st and pending an agreement with Motorola which has not been approved. Motion made by Hickey to move the regular meeting on December 12th to December 13th to allow for a publication, if necessary. This item will be on the agenda for discussion/action next week. 

A revised canvass was held for the City of Randolph Election held on November 7, 2017. The winners list did not change from the previous canvass. The only change was to the term dates for the elected officials which are now staggered. The abstract is available for viewing in the auditor’s office. 

Assistant Engineer Robbie Kromminga met with the board for the signing of a work in right-of-way permit. Motion made to allow Chairman Hendrickson to sign a work in right-of-way permit for Tom Lorimor to clean ditches for better drainage near 160th Street and 305th Avenue. Motion carried unanimously. 

Graham discussed the upcoming kick-off meeting for the Lewis & Clark Trail. The meeting is on December 15th in Council Bluffs. Graham will attend the meeting. Hickey may also attend. Graham forwarded the meeting information to the road department so they could send a representative for information on the signage for the trail.
